On April 9th, a delegation led by Bo Ling, a secondary investigator of Heilongjiang Provincial Data Bureau, Zou Xianyu, an assistant to the general manager of Canton Data Exchange, came to the National Engineering Laboratory for E-government Modeling and Simulation (hereinafter referred to as the “National Engineering Laboratory”) to exchange and discuss data asset applications, circulation and transactions. Cai Chengtao, director of the National Engineering Laboratory, Wang Wei, deputy director, Xi Qinghai, director of the advisory office, Heilongjiang Unicom Industrial Internet Company, Harbin Urban Development Investment Co.,Ltd. And other enterprise representatives attended the exchange.

The attendees first visited the National Engineering Laboratory, during which Wang Wei, the deputy director of the laboratory, gave a detailed introduction to the laboratory’s development history, major technological achievements, and promotion and application. In particular, he mentioned the construction and application progress of the data business network in Guangdong Province.

The seminar was first delivered by Bo Ling, a second level researcher from the Data Bureau of Heilongjiang Province. She warmly welcomed the visit of the Canton Data Exchange, introduced the relevant work carried out by Heilongjiang Province in terms of data elements, and proposed that Heilongjiang Province should learn from the experience of Guangdong Province’s digital economy development, further explore the application direction of data assets, and promote the development of Heilongjiang’s digital industry.

Cai Chengtao, Director of the National Engineering Laboratory, warmly welcomed the attendance of provincial government leaders and corporate guests, and introduced the important progress of the laboratory in serving the market-oriented allocation of national data elements.

Xi Qinghai, Director of the Advisory Office of the National Engineering Laboratory, introduced the relevant work carried out by the National Engineering Laboratory in recent years around the data industry. The laboratory is currently cooperating with multiple cities across the country to promote data, and has established multiple laboratory sub centers nationwide. He shared the current progress of the preparation of the "Blue Book for Data Asset Listing and Application" led by the laboratory. Zou Xianyu, Assistant General Manager of Canton Data Exchange, introduced the relevant experience of data circulation and trading business in Guangdong Province, sharing from several aspects such as data products, data capabilities, data services, and digital assets, as well as achieving fruitful results in data product rights confirmation and application.

Subsequently, representatives of the participating companies introduced their data related businesses and engaged in warm exchanges around issues such as data asset application, circulation, trading, and data industry construction. They also conducted in-depth discussions on practical experience in promoting the company's data.

Through this exchange seminar, all parties involved had a full exchange of experience and expressed a positive willingness to cooperate deeply with the National Engineering Laboratory in the future, empower the construction of the data industry in Heilongjiang Province through complementary advantages, and jointly help accelerate the process of digital industrialization and industrial digitization in Heilongjiang Province, creating new advantages for the development of the digital economy.
